How Much Does It Cost to Adopt a Dog? Fees, First-Month Costs and the Yearly Supply Budget
The adoption fee is the smallest number in your dog's first year. It's also the one people search for first.
We checked the published fee pages of seven US shelters and rescues on 9 October 2026. Adult dogs cost anywhere from nothing (seniors at Austin's city shelter) to $400 (a Golden Retriever breed rescue), and a puppy from that rescue costs $600 plus a deposit. Most adult dogs at city and county shelters came in between $80 and $110.
Then there's the budget behind the fee. The yearly cost table quoted on most "cost of a dog" pages comes from the ASPCA, and it's labelled "2021 UPDATE". Two of its lines have since been overtaken by newer numbers. This guide puts the fees side by side, shows what they buy, and rebuilds year one with current figures, down to the poop bags. For the rest of the adoption process, see what to expect when adopting a dog from a shelter.
How much does it cost to adopt a dog?
On 9 October 2026, adult dog fees at seven named US shelters and rescues ran from $0 for seniors at Austin Animal Center to $400 at Golden Retriever Rescue of the Rockies. Most adult dogs at city and county shelters cost $80 to $110, and almost every fee included spay or neuter, vaccines and a microchip.
| ORGANISATION | TYPE | ADULT DOG | PUPPY | WHAT THE FEE INCLUDES |
|---|---|---|---|---|
| Austin Animal Center, TX | City shelter | $80 over 30 lbs · $120 under 30 lbs · free over 7 years | $120 | Vaccinations, spay or neuter, microchip |
| LA Animal Services, CA | City shelter | $102 ($122 with city licence) | $150 under 4 months | Spay or neuter, $15 microchip, DHLP-Parvo and Bordetella vaccines, rabies from 4 months |
| LA County Animal Care and Control, CA | County shelter | $50 fee + $50 sterilisation + $7.50 microchip = $107.50 ($87.50 after 10 days in care) | Same structure | Sterilisation and microchip charged separately; free vet exam within 7 days at participating vets |
| Citizens for Animal Protection, Houston, TX | Private nonprofit | $110 over 25 lbs · $150 at 25 lbs and under | $150 at 6 months and under | Vaccines, heartworm test, spay or neuter, deworming, microchip |
| Friends for Animals of Metro Detroit, MI | Private shelter | $150 · $285 for small dogs under 20 lbs | $285 under 6 months | Sterilisation, microchip, vaccinations |
| San Francisco SPCA, CA | Private SPCA | $175 | $400 under 5 months (50% off after an online orientation) | Spay or neuter, microchip, vaccines, flea, tick and worm preventives |
| Golden Retriever Rescue of the Rockies, CO | Breed rescue | $400 from 6 months to 7 years · $250 at 8 and older | $600 + $150 spay or neuter deposit | Microchip registration; adults spayed or neutered and up to date on shots |

Two things stand out. First, where you adopt changes the price more than whether you adopt. A breed-rescue puppy costs several times what a large adult dog costs at a city shelter. Second, almost every fee bundles the same vet work, which is where most of its value sits.
Shelter Animals Count's 2025 report helps explain the spread: US dogs were "most often adopted through rescues (32%) and government shelters (31%)," and those two kinds of organisation price very differently (Shelter Animals Count, 2025 Annual Data Report, 2026).
What does the adoption fee actually pay for?
The ASPCA's cost table, labelled a 2021 update, prices spay or neuter at $300, initial vaccines and medical care at $300 and a microchip at $20, a total of $620 (ASPCA, Cutting Pet Care Costs). Those are the three things most shelter fees already include. On those numbers, an $80 to $175 fee buys several hundred dollars of vet work.
Current prices point the same way. From July 2026, the Humane Society of Sonoma County's low-cost clinic charges $400 for a dog spay and $300 for a neuter, with exam, pain medication, microchip and cone included, plus $15 for a rabies shot, $15 for DAPP and $10 for a heartworm test (Humane Society of Sonoma County, Spay/Neuter Clinic). Bought there, a female dog's baseline care comes to $440 and a male's to $340. That clinic is grant-funded for low- and moderate-income families, so full-price clinics usually charge more.

Shelters say plainly that the fee doesn't cover their costs. Citizens for Animal Protection in Houston says its included services have a "total value of which exceeds $450," and adds: "These minimal adoption fees cover only part of each animal's stay at our shelter" (Citizens for Animal Protection, Pet Adoption Fees and Requirements). Austin's city shelter says its fee "helps cover the cost of the animal's care" (City of Austin, Adopt a pet). Our guide to when to spay or neuter covers the timing if you adopt a young puppy.
Why do puppies and small dogs cost more to adopt?
At three of the shelters we checked, small dogs cost more than large ones: $120 against $80 at Austin, $150 against $110 at Citizens for Animal Protection, and $285 against $150 for a "lap dog" at Friends for Animals of Metro Detroit. Puppies were priced at or near the top of each schedule.

None of the pages says why. The pattern looks like demand pricing rather than the cost of care, and one rescue says as much about its own dogs. Golden Retriever Rescue of the Rockies puts it directly: "There is a higher demand for younger to middle aged Golden Retrievers." (Golden Retriever Rescue of the Rockies, Adoption Process).
Puppies also cost more after the fee. LA Animal Services notes: "Generally, puppies and kittens require booster vaccination in three-week intervals." Expect more vet visits in the first months (LA Animal Services, About Adoption). San Francisco SPCA halves its $400 puppy fee for adopters who complete its online Puppy Parent Orientation and quiz (San Francisco SPCA, Adoption Center).
When are adoption fees reduced or waived?
BISSELL Pet Foundation's national Empty the Shelters event ran from 18 to 30 September 2026, with fees of $70 or less for pets that were already spayed or neutered, vaccinated and microchipped. In that window, 5,566 dogs found homes from 269 shelters (BISSELL Pet Foundation, Fall National Empty the Shelters, October 2026). The foundation's programme page says: "Events are held quarterly." As of 9 October, no next date had been announced.
Several shelters also discount year-round:
- Austin Animal Center charges nothing for dogs over 7 years old.
- LA County drops its base fee from $50 to $30 once an animal has been in its care for more than 10 days.
- Golden Retriever Rescue of the Rockies charges $250 for dogs aged 8 and up, against $400 for younger adults.
- San Francisco SPCA takes 50% off the puppy fee after its online orientation.

Do free or cheap adoptions work out? The evidence for dogs is reassuring but limited. A survey of 1,099 adopters from a 2011 fee-waived event, analysed by the University of Florida's Maddie's Shelter Medicine Program, found: "Ninety-three percent of the dogs and 95 percent of the cats were still with their adopters a year after the event" (Maddie's Fund, The truth about free pet adoptions, 2017). That counts only adopters who answered. The ASPCA's summary of its peer-reviewed research is direct: "Eliminating adoption fees does not devalue the animals in the eyes of adopters." That study looked at cats (ASPCApro, Research on Fee-Waived Animal Adoptions).
What will the first month cost?
Expect three costs in the first month: a licence, a vet visit and the kit. In New York City, a licence costs $8.50 a year for a spayed or neutered dog, and $34 for an unaltered dog over 4 months (NYC Department of Health, Dog Licenses). In Los Angeles, an altered dog's licence is $20 for one year or $55 for three (LA Animal Services, Licensing).
Book a check-up even if your dog arrives fully vaccinated. San Francisco SPCA says, "we recommend taking your new cat or dog to the veterinarian for a standard check-up after adoption." Some shelters help with the bill. LA County adopters are eligible for "a free veterinary exam (within seven days of adoption)" at participating members of the Southern California Veterinary Medical Association (Los Angeles County Department of Animal Care and Control, Adopt a Pet). In Los Angeles, a licence is only valid with a current rabies vaccination certificate from a vet, so check the rabies vaccine schedule at that first visit.

Then there's the kit. The ASPCA's 2021 one-time list puts a collar and leash at $60, a crate at $60, a carrier at $50, training at $200 and grooming tools at $40, which comes to $410 once the vet items are set aside. A puppy adopter will also want training pads for the first weeks. Our guide to how many puppy pads you need does that math, and at $19.99 for 50, our Training Pads work out at about 40 cents a pad. For a full first-week list, see our first-time owner checklist and getting your home ready.
How much does a dog cost per year?
The ASPCA's table puts a dog's annual costs at $1,391 and the first year at $3,221, using 2021 prices. The largest annual line is health insurance at $516, ahead of food at $300 and routine medical care at $225. The rest are preventive medication at $185, treats at $60, toys at $37, grooming supplies at $28, one day of boarding at $25 and a licence at $15. The table's own label says "2021 UPDATE", which matters for the insurance line most of all.

The North American Pet Health Insurance Association, whose data covers about 99% of the written pet insurance premium in the US and Canada, put the average accident and illness premium for a dog at $836 in 2025, up from $625 in 2021 (NAPHIA, 2026 State of the Industry Report Highlights, 2026). The same report puts the share of US dogs that are insured at 5.99%.
So treat insurance as a choice, not a fixed cost. Take the ASPCA's annual total without its insurance line and you get $875 a year. Add a policy at the 2025 average and it's about $1,711. Our post on what dog insurance claims show looks at what people actually claim for.
For year one, the ASPCA's $3,221 includes the $620 of vet work that a shelter fee usually covers, plus $800 of "special costs" for professional grooming and dental care. Take out the $620 and year one looks more like $2,600 plus your adoption fee, before any update for 2026 prices.
How many poop bags does a dog need in a year?
The American Kennel Club, quoting its chief veterinary officer Dr Jerry Klein, says that for an adult dog "defecating one to two times daily is considered normal," and that a dog on a higher-fibre diet may go three times a day (AKC, How Often Should My Dog Be Pooping?, 2022). That's 365 to 730 bags a year for one dog, or 1,095 at three a day.

Sources: American Kennel Club, How Often Should My Dog Be Pooping? (2022); Pet N Pet price list, 9 October 2026. Our calculation, one bag per poop for one dog.
Those figures assume one bag per poop and one dog. Double-bagging or a second dog changes the math, and our guide to bulk poop bags for multi-dog homes covers that case. Our 1080-count Dog Poop Bags come in 60 rolls of 9 by 13 inch bags, USDA Certified Biobased (41%). If you're not sure what's normal for your dog, see what's normal for your dog's bathroom habits.
Is a "free" dog really cheaper?
Not always. A dog offered free online may or may not arrive spayed or neutered, vaccinated and microchipped. If it doesn't, bringing it up to the baseline a shelter dog leaves with costs $440 for a female or $340 for a male at the subsidised Sonoma clinic, or $620 at the ASPCA's 2021 prices. In New York City, an unaltered dog's licence also costs $34 a year instead of $8.50.
Set against those numbers, an $80 to $175 shelter fee is often the cheaper way to the same dog.
Frequently Asked Questions
How much does it cost to adopt a dog in Houston?
At Citizens for Animal Protection in Houston, dogs over 25 lbs cost $110, and puppies 6 months and under and small dogs 25 lbs and under cost $150. CAP says its included services, from vaccines and a heartworm test to spay or neuter and a microchip, are worth more than $450. We checked one Houston shelter, so compare others before you choose.
Is it cheaper to adopt or buy a dog?
Adoption is usually the cheaper start. A shelter fee of $80 to $175 typically includes spay or neuter, vaccines and a microchip, worth $340 to $620 bought separately. We couldn't find a reliable US dataset on breeder prices, so we won't quote one. Either way, the fee is the smallest part of year one.
What is included in a dog adoption fee?
Usually spay or neuter, age-appropriate vaccines and a microchip. Some shelters add more: San Francisco SPCA includes flea, tick and worm preventives, and Citizens for Animal Protection includes a heartworm test. LA County charges sterilisation ($50) and the microchip ($7.50) separately, and microchip registration can be extra.
Are $70 adoption events a good idea?
They can be. BISSELL Pet Foundation's quarterly Empty the Shelters events cap fees at $70 or less for pets that are already spayed or neutered, vaccinated and microchipped. In a survey of adopters from one fee-waived event, 93% of dogs were still at home a year later.
How much should I budget for a dog's first year?
The ASPCA's 2021 table totals $3,221 for year one. Take out the $620 of vet work a shelter fee usually covers and it's roughly $2,600 plus the fee. Its $516 insurance line now looks low against NAPHIA's $836 average for 2025, so adjust for whether you'll insure.
The short version
Most adult dogs at city and county shelters cost $80 to $110 to adopt in October 2026. Small dogs and puppies cost more, breed rescues cost more still, and seniors can be free. Almost every fee includes spay or neuter, vaccines and a microchip, which would cost $340 to $620 bought separately.
After the fee, budget for a licence, a vet check in week one and about $410 of kit. Year one runs to roughly $2,600 plus the fee on the ASPCA's 2021 numbers. Insurance is the swing line: $516 in that table, $836 on average in 2025. Poop bags are the smallest line, about $8 to $16 a year.
October is Adopt-A-Dog Month®, which American Humane Society launched in 1981. Around 2 million dogs were adopted from US shelters and rescues in 2025, and for more on where they come from, see America's shelter dogs by the numbers.
